Today, I went back to check on Chiappa to see what else they've been up to lately and apparently they released what is close to my Perfect Plinker idea. Someone actually did it! Their LA322 lever action carbine now comes with a threaded barrel and has a 1/2x28 thread pitch. You should be able to get one for under $400. The bonus is that is sort of looks like a Marlin 39A and it's a takedown model, so that's cool. I don't know why it doesn't have open sights though and no the barrel isn't short enough for what I had in mind but the NFA is still a thing so this is a great start.
I think that I can order a replacement barrel band like they use on the regular LA322 and use a Skinner rear peap to fix the sights issue. The Henry uses a similar barrel band with integrated front sight.
Welp, I think I know what I'm saving up for this year. Part number is 920.432.
This rifle would easily be the one rifle I shoot the most if I can build it out correctly. I tend to go back and forth between my CZ 457 Scout and my Henry H001. Part of that is because the lever action Henry can't use my .22 silencer and I like to use those silencers. The CZ does host my silencer so when I want to keep things quiet, I use the CZ. This does everything I want from one .22 cal plinking rifle. Lever action .22 LR with a silencer. Perfect.
Update 19 JAN: Rossi is following suit as well. They released a "Tactical" version of the Rio Bravo. It doesn't have wood stocks like the LA322 but at an MSRP under $400, that's not a bad choice. Hopefully some better furniture options will be made available.
